The Weeping Angels were an incredibly powerful species of quantum-locked humanoids. They could trap people in petrified form by simply looking at them, and then they would continue to live off of their victim’s time energy.
When they were first encountered, they were kept captive by crime lord Julius Grayle, who had one adult manacled in his office and several of the baby Weeping Angels locked in his cellar. He was unaware that the Angel would feed on his victims’ life-force to sustain itself, and he fed it human flesh.
The Weeping Angel was eventually freed by the Eleventh Doctor, who wiped out the criminal’s entire gang of men. After the war, the Weeping Angel was given to a circus by Sammy Star for his “Magic of the Mind” show, but it was again freed by the Eleventh Doctor when the performance ended.
